Meet Frank Sylvester, P.E.
FRANK SYLVESTER, ELECTRICAL P.E.
After graduating from Penn State in 2004, Frank became a registered engineer in California (2010), Oregon (2023), and Nevada (2025), with Washington added in 2026.
For over half his career Frank has served the public as an engineer and project manager for the City of San Francisco at the Department of Public Works and the Public Utilities Commission. As Senior Manager for Liberty Utilities in Tahoe, CA he led multiple Electrical Distribution upgrade projects as part of Wildfire Mitigation Programs (WMP) and Transportation Electrification programs, including the Tahoe Transportation District Bus Electrification project.
Frank is SLC's subject-matter expert for Electrical Distribution, EV charging stations, and Utility Coordination. As Principal Engineer, he supports clients with Value Engineering through all project phases, from proposals and scoping through engineering, to project close-out and facility energization.

Most firms work one side. SLC works both, which keeps utility coordination and on-site design aligned from day one.
Electrical engineering decisions can hold up an entire site: RFIs, utility coordination, design clarifications. SLC's engagement model means direct accessibility during business hours, so those come back without a project manager layer in between.
Low overhead means no marketing markup, minimal contract administration, and no junior staff billing senior rates. The engineer of record is the engineer on the project. Clients pay for engineering, not organizational structure.

Founded in 2014, SLC Energy Solutions grew out of Frank Sylvester's 20-year engineering career spanning the City of San Francisco and Liberty Utilities. The firm incorporated in 2020. State licenses in Oregon, Nevada, and Washington followed in 2023, 2025, and 2026, expanding SLC's reach across the West Coast.
Today SLC operates as a hands on Owner Engineer practice with designers, project engineers, and supporting civil / structural subcontractors. The work has stayed direct, accountable, and the engineer of record leads every project.
